Minimum Qualifications and Experience: Bachelor's or Master's degree in Education, Liberal Arts, Business, and 3-5 years of relevant experience ACCOUNTING/PROCUREMENT PROFESSIONAL We are seeking accounting/procurement professionals for a DOE-sponsored program that will provide technical assistance to states, local governments, and tribes that receive State Energy Partnerships (SEP)/Energy Efficiency Community Block Grants (EECBG). These grants are funded under the American Reinvestment and Recovery Act (ARRA). This DOE program, operated by UT-Battelle, Oak Ridge National Library (ORNL) in Oak Ridge, TN, is intended to help the SEB and EECBG recipients establish self-sustaining programs related to energy efficiency. Key duties/responsibilities include: Reports directly to the Task Manager on matters pertaining to accounting and subcontracting. Selects and implements an appropriate accounting system for monitoring and reporting of costs to meet ARRA project management and reporting expectations. Works with Task Manager, Project Management/Metrics Professional and Company to develop a plan for program spending, in support of ARRA expectations. Closely monitors spending and provides monthly reports. Issue subcontracts, approve invoices and monitor spending of subcontractors. Works with Project Management/Metrics professional to develop joint reports on spending and performance outcomes. Minimum Qualifications and Experience: Bachelor's or Master's degree in Accounting, and 5 -10 years of relevant accounting management experience.
